<<If we are having a shortage of crude of "crisis" proportions requiring government intervention, why are the refineries operating at record high levels? Shouldn't they be running at much lower levels due to shortages of crude?>>

Exactly. It's political, there IS no explanation that makes any sense. Additionally, it will suppress exploration and Capex untill the newly created "glut" works its way through the system. There will be no net increase in heating oil (for all intents and purposes), but its presented as a great accomplishment. Not to mention the piss-poor precedent it sets for politically motivated administrations in the future to tap the SPR for any old non-emergent reason. It's a cynical abuse of power that will accomplish nothing of substance, and I hope Bush's handlers are able to convey that to the voters. Maybe (though I don't hold out much hope) the voters aren't as dumb as algore and Bubba believe them to be....

As a result of the above, a lot of NG producers have been whacked silly, for no good reason. Anyone see any great bargains there yet?

JQP doing your math exercise to tell yourself what you already knew. Truth is the SPR may just take some of the speculative premium out of crude. If buyers know the Gov will step in if demand pulls up prices up to high it may help keep a lid on things. But the law of unintended consequences may have the last say.

Although I would like to make all the money I can in the shortest period of time, actions to stabilize and extend the Boom are not so bad either.

Anyone here use Value Line Investment Survey? They are pretty hot on VPI and to a lesser degree TLM. Between them, IBD and some smart fellas on the VPI board this seems to be worth going on margin for to add a good position.
