Here's what the shelf regis means - as gleaned from posts on yahoo - and it appears to be very positive:

"- msft bought small stakes in at&t, healtheon, Teligent, & a bunch of others - it's not a takeover - just a 5% or so ownership stake - & I believe this is what the shelf offering is for

- Anyway you look at it, yahoo doesn't need the money. If anything, they have way too much money now - with cash & securities of $1.7 bill - & growing by the day - what could they possibly need with a shelf registration? Other than to let in a huge equity investor?"
