To the best of my knowledge, refinery capacity has barely budged in years. It appears worldwide supply and demand is causing the rise in crude prices. I don't forsee US demand for crude going much higher in the near future because we can't refine it. The only increases in demand will be from refiners unwilling to take their stores any lower.
