I don't understand the effect the release of the reserves will have overall if they only amount to a two days supply based on the following from Excite and Briefing.com

"Some energy analysts have questioned whether a modest release of government oil would budge prices. The country consumes the equivalent of 18 million barrels of oil a day, about half of it imported, in various products."

Oil Reserves : President Clinton has ordered the Energy Department to release 30 mln barrels of oil from the strategic petroleum reserves into the market.

What am I missing?
