As of now, partial release of the reserve is a good and calculated move, politics or not. If it is not used now, when will it ever be used? Probably only when there is national emergency, in which case, it will only be used by the Dept of Defense military equipments.

Another disruption of oil out of the Persian Gulf region is not out of the question, given how unstable the region is. I don't think the intention of Strategic Petroleum Reserve was price manipulation.

Maybe you are right, and in the price of oil will stabilize at a lower level. Maybe it will not. We will find out.

PS: what are the mechanics of the "release" I am assuming that the oil is sold to companies with refineries. At what price is it sold? Is it the market price?
