I think it would be great to make the US more of a republic and less of a democracy. A qualifying exam (something like AP or IB tests in high school, or a final exam at a rigorous university in a survey course) on government/civics/political process, as well as US history and perhaps modern world history would be great for America. A straight-out iq test would probably be unacceptable to too much of the population (though a requirement for analytical ability over acquired knowledge, even though the former certainly affects the latter, would probably be the best overall criteria).

On the other hand, if perhaps 75% of the nation is stupid, and perhaps 50% of the electorate is, and if this group votes essentially arbitrarily, perhaps the remaining 50% (25%) are the ones who decide anyway?
