I think he really is bright - he can read, understand what he read, and then remember it. He also glories in the job of "President of the people", and has at least a little concern even for those who couldn't or wouldn't contribute to his campaign.

I know it seems maudlin, but I think Clinton really cared about the citizens he was supposed to be keeping an eye on. There's an article in the paper today that a couple of states haven't bothered to use the federal funds allocated to them for children's health care, and so the money is being redistributed to other states that have been interested in spending those funds. The only two states that didn't spend most of the allocated money are California and Texas.

I think that may be an indication that W is just oblivious to population segments like poor kids. Maybe it's just a fluke, but I don't think Clinton made such errors as Governor. Clinton definitely paid attention to the real estate developers that helped him in his campaigns, just like W paid attention to the oil industry that helped him, but Clinton also noticed the rest of the population, and I'm not sure W did.
