Sounds like the analyst's employer, BofA had a big short position at the trading desk and was looking to cover. Then assuming that either Intel is a client or BofA would like Intel to be a client, he raised the rating again after the BofA trading desk pocketed a gain at the expense of the investing public. There is no need to openly break the Chinese wall between the analysts and the traders. A mention in the elevator and maybe a second over lunch should be enough to do it. After all, the guy knows who signs his bonus checks

At the risk of sounding more paranoid than would be reasonable and rational, I assume that most stocks are manipulated.
