Actually, there has been very little foreign investment in this country in the past decade. Most foreign capital flows into this country have been in the form of stock mergers and buyouts. This does not involve creation of new manufacturing capacity or jobs, just a transfer of ownership out of our country. Most capital flows into this country have simply paid for the consumption boom. The net effect is that we are selling our country's assets to fund consumption.
