But this is usually the point on the annual calendar for maintenance with the resultant refinery down time.

Not really sure how they will handle it. Believe there is constant maintenance which is why they consider 94%-96% range as full utilization . Don't remember ever seeing it outside that range unless something blew up. Imagine it is a dirty process and has to be maintained constantly. But you're probably right about major maintenance.

I used to call summer here chemical plant explosion season. There were a couple of small ones this year but don't remember any storage tanks blowing up. It isn't unusual
to turn on the news and see a tank had blow up and , no surprise , some contractors got killed. It usually goes something like this : two contractors were killed at the xyz plant today when a worker welding on a pipe at a storage tank caused an explosion blowing a worker off the top of the tank , company officials said a valve that should have been left open was closed and some fumes built up in the tank its rare to see it be a full time employee . They don't want to risk their own people.

The 94%-96% range is normal, its the storage that fluctuates.
