NEW YORK (Dow Jones)--After the market's ups and downs this year, Charles
Pradilla, chief investment strategist at SG Cowen & Co., has a bullish case for
next year.

"A number of ingredients that were needed have been satisfied," he said in a
CNBC interview Monday.

Pradilla forecasts that by next year, Federal Reserve Chairman Alan Greenspan
will have maneuvered an almost perfect soft landing.

Also "market technicals have improved significantly" and the speculative
dot-com mania has been "punctured without derailing the market," he said.

Pradilla's top picks are America Online Inc. (AOL) , PE Biosystems Group
(PEB) and Cisco Systems Inc. (CSCO).
