Actually, you can buy tax liens against real property. If the taxpayer never pays, you get the property. If the taxpayer does, you get a set rate of return. I can't recall exactly, but somewhere in the midteens. Of course the problem is they default on the toxic waste sites, and pay up on the beachfront luxury condo. Also, you have significant competition from sophisticated people with big bucks.
