Another thought just crossed my mind. In that link I provided on RB it says that a manufacturing inspection is even required for testing animals. ADVR went outside to have two other facilities do animal tests. This was completed in late 98 early 99. If the Bahamas facility couldn't be inspected it would make sence that the Yonkers facility was inspected at least for manufacturing in limited quantities. Meaning, some form of inspection has already been done.

I guess I am trying to check things off of my, still needing to be done list.
