You are right. There is no surplus and it is projected to happen. Hence dubya should not plan to spend it right now or give it back in form of tax cuts.
I will go forward to say more. If the market goes south and a recession sets in, anytime within next 5 years, watch out for surpluses to fall short. Tax cut is not advisable. However paying off debt is. In both cases it benefits the country but the latter one is more prudent and benefits all individuals fairly. Tax cuts benefits are more for the rich
