Wily, you are right, the cpu utilization could surly be a major problem, but usually it doesn't come into play until you are running a real hog of a program on a slow cpu or just trying to run to many operations for the cpu. If the program has enough operations going on, so many that the cpu simply cannot process them fast enough, then they will back up regardless of how much physical or virtual memory is available, but you are right, MS needs to identify exactly what is going on in the system when the hang occurs...but it gets more complicated because Windows will try and feed the program that is yelling for resourcses the most often, but he always has to stop feeding at some point, and go feed the others needing resources. At that point, the hog just gets more behind and Windows can't just suddenly stop feeding him, he has to find a logical place to stop and go to the others.. gets complicated, but if its a cpu problem, he should be seeing 100% most of the time with no drops. I think that Windows will try and reduce cpu util at 99.5% by swapping out programs as long as he can. Main problem sounds like the brokers program, but how to address the problem is a different story. Plus I am no expert, I'm just basing my humble opinions on past experience, and this is just pure speculation since I don't remember what his cpu speed is or his physical memory is.
