in 1990...at the beginning of the Gulf war. THAT was a legitimate, justifiable use of the SPR. helping Gore's election chances isn't.

Never. Although there are rumors that it has been drawn on for non critical purposes.

It hasn't been around all that long. The SPR was started in late 1975 to protect the US against a repetition of the economic dislocation caused by the 1973-74 oil embargo. Other reasons were tacked on later.

edit, I see heinz thinks they did tap it at the start of the gulf war. not sure about that.

January, 1991. Just before the shooting war in the Gulf started. That was the only time the SPR has been drawn upon since its inception in 1975.
