I know free speech very well. I as a foreigner come from a country whose constitution contains the following: "LIBERTY of thought, expression, belief, faith and worship" And this country has this ammendement Amendment I Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances. So, I kindly suggest that you do no underestimate other foreigners understanding of "free speech". This is one of the biggest positives any country can have and I am glad to say that it is contagious.
