Their expertise has been to somehow benefit themselves and their companies at the expense of the country. Bush could not even benefit is own company let alone the country. Cheney proved adept on milking his gulf war experience to benefit his own pockets and HALs. Wasn't it Cheney who was shamelessly egging OPEC to cut down production to increase the prices.

Rational energy policy? I agree. We need one. But, unfortunately, I don't think either the Republicans or Democrats will do this. But of the two parties, Gore's team is more likely to push for conservation, renewable sources and high-tech solutions. Aside from feeding the oil companies what they want, what else do the Republicans have to offer? Look how long it took the GOP to get behind recycling--a little late to Earth Day (1970), weren't they?
