I am not arguing the War on Drugs at the moment. The fact is, a lot of the gang warfare stopped because some people won decisively. If they are dead or in jail, they are harming no one. Besides, it is not true that jail is merely a school for crime. It may be that, but it is also a place where men sit out there peak years of aggression. Men past 30 are less aggressive then those in their teens and 20s; men past 40 are rarely aggressive enough to make a habit of violent crime. If they are becoming better criminals, they are also becoming less dangerous, risk- taking criminals. On the other, you are simply mistaken. The biggest proponent of community policing was James Q. Wilson, a conservative, and Republican mayors were more prone to take his advice. If I have the time and inclination, I will try to substantiate that. Meanwhile, whoever gets credit, community policing, which was mainly a local initiative, had more to do with the drop in crime than federal initiatives........
