One of the reasons why there are problems with local control is that the "action" has been mostly federal. Make more significant decisions at the state and municipal level, people get interested and involved. In any event, government is supposed to be largely representative, because not everyone has time to become acquainted with every issue. Just as work is parceled out to various committees, the citizenry parcels out work to the legislature as a whole. Interested parties have opportunity to testify at the hearings of various committees, and people can get in touch with their representatives to make their sentiments known. The complaint about too many elections has to do precisely with trying to have too many things decided by referendum instead of normal legislative process.

In instances such as you cite in Fairfax County, nothing much comes of it, and the previously apathetic are alerted that there is something at stake they had not anticipated. Remember, all school boards are local, and things like that do not often arise.

I cannot comment intelligently on the problems you allege with state control in telecommunications. In a broad sense, though, I think that tailoring policy to local needs is good, and that a the more policy is seen as being "home made", the more you will see groups focus resources on their various issues, thus contributing to the process.....

The wonderful thing about "local control" is that when you get a very bad law, it only affects the locals. When Congress passes one of it many bad laws, we all suffer.
