If I were a HO importer, I would refrain from importing a shipfull of HO until I was sure that the government had released ALL of its NE reserves? Being undercut while my ship is in transit represents too great a business risk. So in the spirit of Quehobo's law of unintended consequences ... importers will think twice about delivering HO to the NorthEast ... even if it's direly needed, and we will be guaranteed at least ShortTerm temporal shortages.
