No, I include state elections in my notion of local,unless explicitly trying to be more specific. No, I do not agree that voting in run-offs is vitally important if one does not have a preference. I think that Cheney probably was used to how they do things in Wyoming, and therefore inattentive to the numerous by- elections in Texas.

I think it is a wonderful civics lesson, and I hope a lot of people emulate it. Don't vote if you don't have a well formulated opinion. Good advice.........

I have to note a BIG MISTAKE I made, answering something too quickly in a fit of multi- tasking: of course there was a primary in 96! My confusion, therefore, was self- inflicted, moving too fast from reading one thing to another. An interesting hazard to realize........
