FBI officials say the case is still in the "preliminary inquiry" stage, that agents are talking to people who had contact or access to the tapes — such as tape recipient Downey.

The investigation is being led by the FBI's Washington Field Office, with help from agents in Austin. The FBI has possession of the tape and is looking at it "forensically" — including fingerprints, FBI officials told Fox News. . .

One FBI official told Fox News that the bureau is not yet targeting anyone. She said the investigation at this point is focusing on the tape itself, not the campaigns. "It's not about one campaign or the other," the official said, requesting anonymity.
