It might be because there were already options on the indices:

quote.cboe.com

quote.cboe.com

Also, QQQ is traded on AMEX while most index options, such as OEX are traded on CBOE.

here is a good alternative to the Q's----GE! Super diversified, a lot like a mutual fund, solid company, and excellent for CCs, NPs, or LTBH. Has been my top performer last 3 yrs straight.
