Drew - from Patrick's article
However, the Dell pricing revisions on both the Dimension desktop and Inspiron notebook lines are merely promotional in nature.

While prices in both the component and PC industries typically decline on a quarterly basis, Dell is only guaranteeing the price reduction in both product lines until Oct. 25, a company spokesman said.

Promotional? Until the end of the Quarter? Does not sound like "passing the component savings on to the consumer" to me.

And then, on servers -
Dell's most dramatic price reductions in the server segment came within the four-processor PowerEdge 6400 and 6450 servers, with price cuts averaging 45 percent on both machines.

UGGG!!! Exactly the segment DELL needs because of the higher margins, and an area that has shown less growth than the smaller servers for them. 45%???? Tell me it ain't so, joe...
