It's a familiar theme (Heinz has discussed it often here and on ACMBD). One rationale in creating the Euro was to have it function ultimately as a reserve currency. A huge step towards that end would be for OPEC to sanction dual currency (dollars or Euros) payments for oil. I suspect all this SPR nonsense may have many unintended, negative consequences for the U.S., and if OPEC decided to go this route (partly as a reaction to the SPR release) it would bode poorly indeed for the ClownBuck and U.S. markets. Except the gold market, of course...<GGG>
