Neocon, That was the Promise we worked under and paid taxes for and not for the SS Fund to be Raped every time they needed a Quick fix somewhere in the Third world. I will get to my experience with SS last week:-( The U.S. Government has not right to complain about Jimmy Hoffa's Pension Ripoff. They have done the same thing to every American....

You don't understand. "Social Security deposits" don't exist. You and your employer if you can find one pay FICA taxes a proportion of the bottom part of your earnings. Your benefits, which are yours by law (whether your corresponding taxes are paid of not) are based on your covered earnings. They are independent of the amount of taxes that have been paid.
The forecast shortfall in the Trust Fund could easily be eliminated by a simple law that guaranteeed the whole fund would earn the highest interest rate that the US or any of its guaranteed bonds paid during the year.
