Stocks fell for a third day as the government faces a further test of its unity when it presents its first budget to parliament after legislators earlier rejected a reading of the bill. ``People still feel very bearish about the market,'' said Simon Chao, who manages $380 million in Taiwan stocks at President Investment Corp. ``People feel the political situation isn't good. The government isn't stable.''
