Maybe SSB was comparing 1GHz-plus output to the total number of CPUs AMD makes, Athlon or K6. So if AMD makes 6.7 million CPUs this quarter, 15% would amount to one million.

Of course, 6.7M CPUs isn't nearly enough for AMD to come close to their ultimate goal of 30% market share, considering that Intel is producing north of 35M CPUs every quarter.
