Telia -the Swedish telco- does not want to touch their wires from the MDF (Master Distributor Frame) to the customers' house. The reason being that if one open the cabinet to cross-connect a pair you end up causing a short cricuit in one pair, or a loose connection i another. Which means a customer complain. The guy goes back there to the cabinet and repair one pair and leave another one faulty. Result: They would need a guy inside a truck everyday doing this endless repairs.

They decided to wire all through so that any time you no longer need service they just block at the switch and leave the pair alone. In fact is hardwired from the MDF to the RJ-11 jack. Now you want to go to this telco to go opening their cabinets to check pairs and fiddle with the MDF? I don't know how it is in the US. Judging by what I hear there is a lack of manpower there, and people don't wan to hear the word 'truck rolls'.
