The reason is that being poor, they can't afford air fare to get to the United States where all those rich people that they'd like to steal money from live. In other words, you can't steal unless there is someone to steal from.

What makes you think that they do not have crime and drugs in China? I know they have crime. I bet they have drugs as well.
