Designing processors is not a fist fight. If teams are not
capable of delivering new designs, it does not help to
"re-energize" them. What is happening IMO is a simple
company-wide stagnation due to years of rest on laurels.

Who is the "middle management" today? Former designers
who were promoted to their level of incompetence.
They probably were not the brightest amongst designers too
- usually the brightest ones leave a company that was
like a prison camp with it's gantlet discipline.
Design complexity apparently has overgrown their
capabilities to assess and solve problems. More,
since their compensation is heavily tied to performance
of stock options, all they can do is continuously
watch RTQs with little time left for actual job.

Now, who is in teams today? Arrogant and pushy youngsters
with lots of ambitions but no experience - we have many
examples here. And the recent results in the marketplace
speak for themselves - there were no new designs delivered
without major screw-ups. The "troops" just cannot deliver.
Therefore, IMO, re-energizing would not help. It would take
at least two-three years to build new teams that actually
work, and if the microprocessor business will be
still afloat at Intel.
