Last time you read the Constitution was probably in the 7th grade for junior high civics class. The threat of a presidential veto, the president's economic agenda, how well the president works with Congress to produce meaningful legislation that won't be vetoed ... this is how the process works. To say that just the Congress plays a role in the power of the purse strings is simplistic.

By the way, have you considered a scenario in which Bush is elected president but Gephardt becomes our next speaker of the House? What then? Gridlock for four years? No laws are better than bad laws, right?
