Since the death penalty seems to be the toughest thing against gun killings what do you suggest? Torture?

In my area the last killings have been-

Gun- A cop shot an unarmed retarded boy in the back over $19.00 worth of unpaid gasoline.

Knife- A woman stabbed her boy friend in an argument. A drunk sawed his girl friends head off with a penknife because she nagged him. Ouch!

Ax- A guy killed his wife and three children plus their dog with an ax.

Bomb- A guy killed his girl friend with a bomb made from fireworks.

Telephone cord- A student killed is girlfriend with a telephone cord.

Guns not owned by the police seem to be not much of a hazzard.
