Vince, oil in the ground at $.15 per barrel is indeed a pretty good deal, providing of course that you have enough faith in the stability of the political system. I have no ideas what it will cost you to "find and extract" the stuff, that could be well north of the $6 area, and of course, what transportation infrastructure you might need. But, if you are assured of "owning" the stuff, and you do not have to pay yearly fees to maintain those rights, eventually, you should be able to raise the money to get it out.

As for what it takes to extract those shales and tar sand oils, you are right, that is a long term project, my point was that OPEC would not want crude to be much above $30 for any length of time to prevent these resources from opening up, and thus they will do what they can to throw instability in the prices so that investors will not rush to back such sand tar ventures.

For anyone who's interested in the economics of tar sands the syncrude web site has some info that might be of interest.

According to their 1999 annual report, syncrude shipped 221k b/d at a cost of $CDN 12.51 per barrel.
