Is AMD abandoning this philosophy with Mustang? What exactly is meant by a "hand layout."

Athlon used hand placed cells. I don't know if they are going with a more custom methodology on Mustang.

The rumor is the custom designed logic is what is going to help Athlon achieve lower power consumption and higher frequencies. I would not say that AMD is abandoning anything. It's just an evolution of a mature design, attempt to squeeze more performance out of it.

I think AMD will go back to the standard cell design for new chips to improve time to market.
