If a terrorist movement ever went this route, it would almost certainly be a simultaneous attack in the most crowded populations of the target. It is clear that even titans of business would not have (or get) the precious vaccine under present supply conditions--certainly not in time. So though I well understand your point about the huge economic losses they would face (I understand your point very well)...the real threat in this case is that they will simply become extinct before their time.
