I agree. The clinic would have a lot of positive leverage with addicts. Less crime and fewer drug addicts over time.
Reduced prison and police costs. A proactive approach to the drug problem.

Cigarettes and alcohol are just as much drugs as the rest of the illegal drugs and as Dave pointed out very big problems. Cigarrettes are killing people and alcohol abuse is killing people at a much greater rate than illegal drugs.
