would be nice if a "sea change" occurs....but the typical usa consumer will always revert to that which is comfortable, such as large suvs and autos, when conventional energy source price retreats.

insofar as my comment on reducing air quality standards, the difference would be negligible at the smokestack of a fossil fuel generating facility. it's the extra percent of a percent of air quality that mandates limited fuel (low sulphur)availability.

government to blame as most doe initiatives (and dollars)were toward pseudo nuclear development. better to give tax breaks towards oil exploration, and encourage better extraction/conversion technology. synthetic technology is at least sixty years old, and the only major producer is sasoil. natural gas can be converted to synthetic liquid fuels at $22-$25 per barrel equivalent.
