This revelation the government statistics keepers partially explained by noting a seasonally adjusted fall in energy prices. Seven days after this amazing news, on September 22, President Clinton ordered the release of 30 million barrels of crude oil from the U.S. Strategic Petroleum Reserve. He presumably had not heard about the statistical bear market in energy prices contained in the August inflation report.
