Got $0.00 back from the feds. Mandates without funding. Special education mandates are crippling schools according to my wife who is a spec. ed. teacher. The Lottery as most know is a minimal source of revenue ($120 per student). Teachers may pump more into classrooms from their own pocket than the lottery.
