main is return on equity under which intel performed nicely. That measure may not hold well when long time horizon is involved.
re:investments
My knowledge of accounting is fairly limited but earnings should not be affected by investments
re:regarding pe
I have read a number of posts from a number of people on this thread that indicated that pe of intel is on the low side and that it should be inline with internet companies.

I do agree with you that some of the pe expansion is well justified though. Of course, increased capital gains should have negative effect on pe.
