Houston's status the the top dog in air pollution in the U.S. rests
solely on its ozone levels, the only category where it fails to meet
government standards. For those inclined to statistical spins, it would
be equally fair to suggest that cities such as Los Angeles, New York,
and Chicago (among others) hold claim to the air pollution title
because they fail to meet NAAQS's in at least three of the six
categories. (See Table A-17 for nonattainment areas.)
