Cource, if they raided the reserve to tinker with the price of oil, that would be illegal. When that point is brought up the administration emphasizes that they did it to cover a shortage of crude oils in the pipelines, not to affect prices - have to, as I said it's illegal to tap the reserve just to move the market price. Then when they think they are talking to an audience that doesn't understand the law they start bragging about how they brought down the price of oil. ..and drives the price of crude oil down.
