Of course. They know that to embrace the problem (if there is one - if not, they create one) is all that is necessary to endear them to a public that wants the government to take care of them.
To actually solve the problem would eliminate the "need"
their promises have created in people's minds, thus
requiring that they find another problem to rant about.
Solving the problem would mean actually doing something.
It's much easier to merely demonstrate concern and compassion.

IA re: political- cut's both ways, I wouldn't get ga-ga over Bush's promises either ... fact is they're both spending "projected" surpluses that may or may not materialize as expected .... more important to me is that either one of these clowns will probably be appointing several Supreme Court justices.
