Read my other post (to Joe) for the current temperature situation. It has improved with the latest stepping (by 10°C), and that is why you are seeing improved availability of 1 GHz. Unfortunately the information on the new cC0 stepping isn't available in HTML format on Intel's homepage yet but PDF documents with the stepping information are online (see pages 13 and 14, note 15):

BTW, I'm somewhat surprised that you didn't knew of this "issue". It was discussed in detail on the AMD threads weeks (months?) ago. It will be interesting to see if 1.13 GHz is introduced again with 62° T_j in late October.
