A lot less than 1 Million. More like 300k or so. Further the top 5% gets the number down to 150k or so.

But the whole concept of taxes vs. tax refund is just taking one data point out of a hundred. It does not tell the whole story. It does assume we are stupid and can't think beyond that one single point.

Consider. The top 5% pay 50% of the taxes paid. The top 50% of income pay 90% of the taxes collected. The bottom 50% pay 10% of the taxes collected. Who deserves the most refund? All % wise? I can go for that. But is it the fair and best solution? Don't know? Just depends.

Old data, but in 1998, 35% of the population required to file a return used 1040 EZ forms.
