I know only that ISDN was subsidized to the tune of DM200 per subscriber. I very much would like to know how the case for ADSL.

There is another, more innocent, explanation on why a voice provider pushes DSL: internet offload.

As discussed in previous posts, the load an internet dial-up call puts on the system causes a major problem for traffic engineering in the voice network. By offloading data
traffic at the front edge of the CO, this is solved.

Of course, they are also getting rid of potential rival ISP's, so perhaps it is not so innocent.
