Bush asked the Russians to intervene in Serbia
That exchange was Gore's most presidential moment. He talked comfortably about the international issues that he had personally addressed. Bush, while trying to explain his experience kept using the word Governor too often thereby emphasising a purely local history.

The other place where Gore got him for a similar reason was when he talked about facing crisis at the Del Rio floods. Gore mentioned that he had been there too leaving the impression that Bush's greatest crisis was just another of hundreds of important tasks that Gore had accomplished.
