I think you misuderstood my point. I was still responding to mediation issue. Bush clearly suggested it was time for Milosevic to go and I believe he thought the Russians would demand the same thing if asked to mediate. That would require them to recognize Kostunica on this recent election go-around. He's unaware of the nuances.

The Russia military favors Milosevic (which matters.) Milosevic doesn't want Putin or a representative involved (afraid they might discover the truth about the vote count.) It was foreign policy error on the part of Bush to ask for Russian mediate.

I agree. I don't recall that either candidate suggested US military intervention in regards to this election issue.
